1 out of the 1.3 million is not a significant number.
I read the survey involved 1.3 million people and, we have no idea how long it took to find a cretin who voted what she didn’t want. If you or John Oliver can come up with a few hundred thousand people who voted to leave the EU but, didn’t actually want to, then perhaps the UK should hold another vote. Until then, they’ve expressed their wishes.
I make no case for whether this is good or bad for the UK. It may lead to the dissolution of the union, the loss of Scotland and perhaps Northern Ireland but, since the European Union is doomed to break up anyway, perhaps it matters not.
I used to have an Irish friend who thought Americans, via the CIA were trying to prevent the UK from joining the EU, trying to prevent the EU from succeeding. I told him Americans were generous and clever but, not that generous and clever. If they were, before they broke up the EU, they’d break up a their own union and rid themselves of their own stifling bureaucracy.
